Which of the following most accurately describes the problem?

THE inclusion of trolleybuses run by South Lancashire Transport Co. in temporary fare increases on services operated by Lancashire United Transport Co., Ltd., was attacked at last week's meeting of Leigh Council.

Aid. C. H. Bratt, chairman of the finance committee, said that by putting up trolleybus fares, S.L.T. were making a profit out of the national crisis, which was morally wrong.

He complained, too, about the way in which the increase had been effected. On the day after discussion of the application by his committee, the town clerk was told that it had been granted.

Mr. C. C. Oakham, general manager of both L.U.T. and S.L.T., had said that if the fares remained the same the trolleybuses would be overloaded. Whilst there was every justification for such increases in London and other places, because alternative transport was already crowded at peak periods, there was no such problem in Leigh.

The only two motorbus services running north and south of Leigh were those between Bolton and Warrington, which operated hourly, and between Liverpool and Manchester, every two hours. There were trolleybuses every 71 minutes, and if they took the whole of the passengers they would still not be overcrowded.

Mr. Oakham told The Commercial Motor on Monday that it would have been impracticable not to have increased fares on trolleybuses. Fares on the motorbuses were already higher than those on trolleybuses, and the only way to avoid congestion had been to keep the fares in the same proportion. The necessary procedure in connection with fare increases was carried

• out.

Mr. Oakham denied that there were only two motorbus services running along trolleybuses routes. The corporation's own services ran parallel with the company's trolleybus service between Leigh and Kirkhall Lane.
