Which of the following most accurately describes the problem?

APROMISE that he would look into the question of fuel supplies for bakers was made last week by Mr. G. R. H. Nugent, Parliamentary Secretary to the Minister of Agriculture.

Commenting on the statement of the Federation of Wholesale and Multiple Bakers that rationing would mean drastic cutting of door-to-dom bread deliveries, he said: "We have done everything to see the food distributors have enough fuel. If any shortage appears likely to interfere with proper distribution we should find some means of easing it."

Later, the National Association of Master Bakers said the Ministry had told the trade that there could be no official support for applications for supplementary petrol for retail deliveries, except in rural areas or areas far from shops.

Members of Birmingham Butchers' Association, who had been refused supplementary fuel for " essential " deliveries, are to have their applications reconsidered.
