Which of the following most accurately describes the problem?

Dispensation Appeal To-day.

An appeal by E. K. Cole, Ltd., against the refusal of the Eastern Licensing Authority to grant dispensation from the keeping of records will be heard at King's Buildings, Smith Square London, S.W.1, at 10.45 am to-day (Friday). The Tribunal will also give its decision on the Linton concern's appeal and finish the hearing of the L.N.E.R. case. On Wednesday, Mr. W. J. Boarman was authorized to call four witnesses.

Question of Holding Companies. On Tuesday, the Appeal Tribunal heard the appeal of the Linton Chalk and Whiting Co., Ltd., Linton, against the refusal of the Eastern Licensing Authority to grant an A licence. The Linton Haulage Co. objected. Application was made to the Authority by the Linton Chalk concern as the holding company in the Linton Transport Co., which was formed to provide haulage for the parent undertaking.

Good Reason for New Evidence Essential.

The Appeal Tribunal has made a supplementary decision on the appeal of H. Burgoine and Sons, Ltd., in connection with an application to call fresh evidence. The main, decision was reported in our issue dated Decenther 21.

The Tribunal was satisfied that the new evidence was material to the ease, but its admission was refused because no reasonable explanation .,was given as to why it was net called before the Licensing Authority, as required by the Tribunal.
