THE DEPARTMENT for Transport (DfT) is to consult the industry on the EU Access to the Occupation Regulation directive, which seeks to limit the number of operations that a transport manager can manage to four.

Under the proposal, where a transport manager is nominated for more than one operation. the combined fleet total must not exceed 50 vehicles. The Republic of Ireland introduced this part of the regulation last autumn.

UK consultation begins this year, but the DfT has not yet set a date. It says it has been discussing the regulation informally with trade associations for some time.

The regulation will specify requirements for meeting CPC standards. It will also require member states to keep a national register of authorised operators and transport managers. including details of fleet size, named transport managers and details of infringements. The aim is that the national registers will become interconnected on 31 December 2011.

Member states must set the system of penalties for infringement of the regulation by 1 January 2012.
