Which of the following most accurately describes the problem?

THE PORT OF Felixstowe has made changes to its vehicle booking system (VBS) in a bid to relieve congestion for hauliers arriving on site.

The port says congestion from 5am onwards has been caused by its "generosity of arrival tolerances" within the VBS. From 14 February, hauliers booked for Sam in-gates 2 have not been let in until Sam. "Since we have no certainty in relation to when hauliers are due E to arrive during these times, our

ability to offer a service, as well as control congestion, is limited," says the port.

It adds that in order to permit night-shunting operations, some flexibility has to remain, which results in the following for VBS: • Bookings between 1 1 pm and 4am will be able to be in-gated from lipm up until 4.59am.

• Outstanding bookings. yet to be in-gated, from between these times will be classed as `no-show' at Sam.

• Bookings scheduled for Sam will commence from Sam only, and expire at 6.30am.

• Bookings from 6am onwards will have the usual tolerances of plus or minus 30 minutes.
