Which of the following most accurately describes the problem?

Drivers who want to renew their Cl licences (for velicles between 3.5-7.5 tonnes) must meet the following, new criteria:

1. They must have already held a Cl licence on 31 December 1996.

2. They must have notified their condition to the DVLA by 31 December 1997.

3. They must have had "sufficient, recent experience" of driving vehicles of between 3.5-7.5 tonnes in the course of their jobs. This means they must have driven for at least four hours a day on three days out of seven for a period which amounts to at least 12 months in the two years prior to their application.

4. They must have had no hypoglycaemic episodes whilst driving. This point is under review following public consultation. It has been proposed to require no episodes within the 12 months prior to the application (episodes are to be defined as requiring third-party assistance).

5. They must undergo an annual examination by a hospital consultant specialising in diabetes.

6. They must monitor their condition by checking and recording their blood glucose levels on a daily basis, and two months' records must be produced to the consultant at the annual examination.
