The use of outside transport would be costly and there could be religious problems if the contractor had previously carried pigs or pork. Carless suggested that Pak Mecca was a far less chaotic operation than Pak Halal.

Warning that Pak Mecca must keep out of trouble in the future, the IC said it seemed the problems with Pak Halal had arisen after Akhram had left that company.
