Which of the following most accurately describes the problem?

THE transport committee of Lancashire County Council has decided to extend for a further 12 months the pilot maintenance scheme introduced in 1964 to evaluate new servicing procedures. The committee has reported that the change from servicing on a mileage basis to one involving programmed periods was warmly welcomed by all the user departments and had proved to spread the work load more evenly throughout the year.

Instead of daily, weekly, monthly and three-monthly checks, plus major inspection every 10,000 miles, the new joint scheme operated by the County Council at Worsley workshop is based on the principle that: (a) routine servicing periods should be extended from 1,000 miles to 3,000/4,000 miles; (b) to programme the work in the workshop, this mileage should be expressed in terms of time, based on the average annual mileage of the vehicles concerned; (c) the routine servicing should be carried out in a fully equipped workshop in accordance with the maintenance procedures recommended by vehicle manufacturers; (d) mobile service vans would be used only to rectify vehicle defects while in service.

The extended trial, which will cover more and different vehicles, is being undertaken because the committee feels that the information obtained so far is not completely conclusive.
