Which of the following most accurately describes the problem?

the emergency measures introduced on January 30 are to be reinstated from February 20, announced the Board this week. This will be made possible by introducing the first stage of the revised schedules promised by LTB when the emergency measures were first announced (COMMERCIAL MOTOR, January 28).

The revised schedules are to be introduced garage by garage as soon as possible, the first stage affecting routes from Twickenham, Hounslow and Enfield garages.

Routes 27A, 90, 90C, 116 and 135 are to be reinstated, but service 235 (Richmond Station—Richmond Hill) is not being restored. The latter route is now covered by a private operator running with London Transport's consent.
