Which of the following most accurately describes the problem?

Regulations* have been laid before Parliament which, if enacted, will introduce a right of appeal against decisions by Customs & Excise to revoke a company's right, in the Payment of Account Scheme, to pay the actual amount of VAT due.

The option to pay the actual monthly liability had been available since 1 June 1996, but can be revoked by Customs if the facility is being abused.

The measure to allow a right of appeal against revocation was announced in the November 1996 Budget, and these regulations will bring that right into effect.
