• A Wolverhampton operator escaped with a warning over his maintenance standards when he appeared at a Birmingham disciplinary inquiry before West Midland Traffic Commissioner John Mervyn Pugh.

Joga Singh Chahal, who holds a licence for six vehicles and one trailer, told the Commissioner they were splitting up what had been in effect a family business. That was why there was an application before the Commissioner for a new national licence for four vehicles and one trailer by Parmeshar Singh Chahal and Partners, trading as Cargo Carriers of Bilston. Parmeshar was his "cousin brother", said Joga Chahal.

Asked about a prohibition notice imposed on one of his vehicles in June, Joga Chahal said the vehicle had been borrowed by his cousin brother. Mery ii Pugh commented that the vehicle had been pretty much a wreck, and he pointed out that Parmeshar Chahal did not have authority to operate until October when interim authority was granted.

Parmeshar Chahal said that when he had applied for his licence he had sent cheques in payment of the fees for both the licence and the interim authority. The cheques had cleared so he had assumed he had authority to operate.

Whoever was operating it, the vehicle had been in a dis graceful condition, commented the commissioner.

Another vehicle had broken down and as the vehicle given the prohibition was in the yard at the time, they had used it, said Parmeshar Chahal. All the maintenance work had since been contracted out, he added.

Joga Chahal said the vehicle examiner had visited them about three weeks ago and had found all the vehicles to be in a perfect condition.

Formally warning Joga Chahal, and granting Parmeshar Chahal's application, Mervyn Pugh warned them that their vehicles must be maintained properly at all times and that their paperwork must be 100%.
