Which of the following most accurately describes the problem?

THE one-man double-decker is likely to be the city bus of the future, according to Mr. E. R. L. Fitzpayne, general manager of Glasgow Corporation Transport. Speaking at Glasgow University on December 9 on the subject " Transport—The Future Outlook ", he said that one-man operated buses would probably be introduced eventually by public transport operators.

Labour accounted for 70 per cent of the cost of running the transport system in Glasgow, Mr. Fitzpayne continued, and this cost was something that had to be solved. He felt that double decker buses would be better than single-deckers as this would allow everyone to have a seat, thus making them more competitive with private transport.
