Which of the following most accurately describes the problem?

THE Minister of Transport this week refused to say how much it cost British Road Services to belong to the Road Haulage Association.

He was asked this question in the Commons by Mr. Hugh DelargY (Labour. Thurrock) and said it was for the parties concerned to decide how much information about the B.R.S. membership terms should be made public. Mr. Fraser pointed out that companies in the British Road Services Federation had been admitted to a special category of membership of the R.H.A. on October 1 this year. (The term " contract membership " was used when this was announced in The Commercial Motor on Oct. 9.)
