Which of the following most accurately describes the problem?

ASENIOR officer with the full-time job of co-ordinating and developing on a national scale the enforcing of statutory limits on lorry drivers' hours is to be appointed by the Ministry of Transport. This was announced by Mr. Fraser in the Commons on Tuesday, when he confirmed that a further 100 examiners were to be added as soon as they could he recruited, to bring the number engaged on this work up to 290.

The appointment of the senior officer is being made with the agreement of the Licensing Authorities, who exercise day-to-day control over the examiners. The officer will also have the job of expeementing to see if examiners can devise new and more effective methods of enforcement than those hi use at present.

It is understood that the senior co-ordinating officer has already been selected and is ready to take up his duties, but recruiting 100 more examiners is Lkely to take quite a long time. This is the first occasion on which so many have been needed at one time, and recruitment of permanent civil service staff is usually a fairly lengthy procedure.
