Which of the following most accurately describes the problem?

A N appeal by G. A. Sinfielcl and Son 1--1 (London), Ltd., against the refusal of planning permission to use a yard at De Lucy Street, London, S.E.Z.for keeping lorries was heard by a Ministry of Housing inspector last week.

Mr. Boyd White, for the company,. said that congestion was eased when lorries were moved off the road. Mr. George Sinfield, director, stated that although local householders had complained about possible noise and fumes, the site had previously been a timber yard and "a source of worry" to rodent inspectors and fire officers.

Until he had taken over the yard in April it had been covered with stacks of timber, and several men took a fortnight to clear the rubbish. The Minister's decision will be given later.
