Which of the following most accurately describes the problem?

ACOACHLOAD of witnesses who attended to give evidence before the Yorkshire Traffic Commissioners, at Leeds on Monday, received an unexpected Christmas box. They had attended to support • a tours-variation application by Pleasureways (1955), Ltd., Oldham,, but the case was unopposed.

Maj. F. S. Eastwood, chairman, apologized for the fruitless journey, adding that it was not the fault of the Commissioners. The witnesses were then entertained to lunch by the applicants, and made a shopping tour of the city.

The company had applied to vary their c4 licence from Halifax by substituting Ten by (seven days) for Cromer and East Anglia (seven days). The objectors, Wallace Arnold Tours, Ltd., and Feather Bros. (Tours), Ltd., had withdrawn in a letter dated December 10. They expressed regret, and Mr. James Booth, for Pleasureways, explained that agreement had been reached during negotiations.

The chairman observed that the application had been published a month earlier. He would have thought that there was plenty of time for the parties to get together earlier.
