Which of the following most accurately describes the problem?

rTI-IE Automobile Association have performed a valuable public service in drawing attention to the shortcomings of street nameplates in most parts of the country. A survey conducted in 20 important centres throughout Britain indicates the magnitude of the deficiency. There is a lack of continuity of nameplates, and often they either do not exist or cannot be seen from the driving seat.

Not only do commercial-vehicle drivers in strange towns waste much valuable time in searching for addresses, but while they are looking for obscure street names they are not watching the road and become a danger to themselves and others. This is a matter to which local authorities should give urgent attention. They do not lack guidance from the Ministry of Transport, andY the A.A. have offered their co-operation.
