learned to live with the Working Time Regulations and, through the judicious use of periods of availability, the hauliers in the panel are minimising the costs to their businesses.
One of the obstacles that has emerged is the restrictions on night workers, which has proved unattractive to employees used to earning overtime.
And, as some of the panel said, the regulations will not really be tested until the first case comes to court, which could well arise from misunderstanding what constitutes a period of availability.
