Pair fined for dumping

A BRACKLEY operator and one of his subcontractors have been fined more than £5,000 for dumping 50 truckloads of waste on a railway line in Northamptonshire.
Richard Haynes pleaded guilty to dumping 20 loads of waste and allowing his vehicle to be used to dump another 30 loads. Brian Macaulay of Milton Keynes admitted driving the vehicle.
The court heard how a member of the public alerted the Environ ment Agency after trucks loaded with waste entered a farm at Cockley Brake on 28 May 2004.
Officers found a large amount of waste, mainly soil and clean stone, being used to fill in a disused railway cutting. Officers traced the vehicle to Haynes who admitted he had never checked if the site had a waste management licence.
Haynes pleaded guilty to two counts under the Environmental Protection Act 1990 and was fined £2,500 for each with £3200 costs. Macaulay admitted one charge under the act and was fined £500 with £500 costs.
Barry Russell of the Environment Agency, says: -As groundwork contractors and registered waste carriers they should have been aware they were committing an illegal act."
