licence, and the appropriate forms were sent back because I had renewed my licence in November 1966 when I was 19 years' old but had not exchanged it for one allowing me to drive vehicles over 3 tons on reaching 21 years of age.

I had thought that I would automatically qual#5, to drive vehicles over 3 tons on reaching the age of 21.

I have been driving hgv since reaching 21 and the exemption forms have been signed by my employer. My present licence expires in November 1972.

Do you think a court of law would reverse the decision by the LA?

AA court would be unlikely to reverse the LA's decision. it is an old maxim that "ignorance of the law is no excuse". What you assumed to be the law turned out to he wrong. You should apply for an hgv driving licence in the normal way.
