Which of the following most accurately describes the problem?

• A company with a fleet of 30 vehicles and 14 trailers in the Metropolitan traffic area was questioned closely by the Eastern LA, Mr H. E. Robson, when it applied for a new licence for 12 vehicles and 12 trailers in the Eastern traffic area at Chelmsford last week.

Mr Frederick Swift, managing director of the company. Burrows and Dunn Ltd, of Felixstowe, explained that the company was in the course of buying all new vehicles which would be employed on container carrying work. The vehicles would be based at Felixstowe docks and would be under the personal control of a director of the company resident there. Maintenance would be placed in the hands of a garage within the docks complex and weighbridge facilities existed within the docks.

Concluding, Mr Robson inquired whether the present application was connected with a refusal by the Metropolitan LA for additional vehicles. Mr Swift said it was not and that the two fleets would be operated entirely separately. Mr Swift added that although it was true that his company had been before the Metropolitan LA under Section 69 no direction had been made on his licence at that time.

The application was granted for two years.
