Which of the following most accurately describes the problem?

• According to amendments made earlier this year to the Road Vehicles (Registration and Licensing) Regulations 1971, all vehicles first registered after August 1 1972 should have reflective number plates conforming to British Standard BS AU145.

Yielding to representations from the number-plate trade, which had claimed that the amendment would cause undue hardship, the Environment Secretary has decided to delay the operative date of this requirement to January 1 1973. The deferment will also allow time for the revision of BS AU145 te be completed.

New regulations to cover this and other substantive amendments are expected to be laid before Parliament next month.
