Which of the following most accurately describes the problem?

• A reduction on Severn Bridge tolls is to be offered to regular users. During an experimental two-year period they will be able to buy books of 12p tickets at a discount of about 10 per cent.

When the bridge was opened in 1966 tolls were fixed at 2s 6d for all vehicles other than motorcycles. The volume of traffic subsequently turned out to be greater than expected and in September 1971 the charge was temporarily reduced to 12p. The temporary order expires on March 12 1973 before which, says the DoE, a more permanent scale of tolls will have to be prescribed.
