Which of the following most accurately describes the problem?

• Too many large vehicles were making unnecessary smoke, said Mr Eldon Griffiths, Under Secretary DoE, in the Commons. He was therefore reviewing ways of strengthening controls over vehicles in use, including the possibility of replacing the present visual smoke check by an instrument test.

Mr Griffiths gave figures showing that a survey carried out this year revealed nearly three times as many vehicles emitting excessive smoke as last year.

The figures were based on national surveys of heavy goods vehicles made by over 100 of the Department's examiners.

In 1970, when 35,518 vehicles had been counted, 4127 were seen to be emitting too much smoke. Last year 33,351 were counted, of which 1551 were at fault. This year, the count had been 33,396 and the number seen to be emitting excessive smoke was 4951.
