Which of the following most accurately describes the problem?

• Mr John Peyton, Minister for Transport Industries, has called for an urgent survey by the National Ports Council of the role played by Britain's small ports and wharves.

This follows the recommendation of the Aldington/Jones committee that there should be a study of the relative position of ports within the national docks labour scheme and those outside it.

The Minister told Mr Phillip Chappell, chairman of the NPC, that it has been suggested that the growth of small ports and wharves was attracting traffic away from the larger ports, damaging their finances and reducing job opportunities.

Mr Peyton wants the council's advice as to whether in the national interest such undertakings, or any of them, should be brought under the control of the larger ports.

The council's report on the survey will be presented by October 31.

The Minister has also asked the four chairmen of the larger nonscheme ports — Dover, Felixstowe and Shoreham and the British Railways Ports — to meet him.
