Which of the following most accurately describes the problem?

THE Liverpool fleet's annual mileage was cut by more than 750,000 to 35,903,581, states the annual report of the city transport department. The contract for 130 Atlanteans, subsequently reduced to 60, has been completed and the outstanding order for 70 renegotiated as single-deck, one-man-operated buses on Leyland Panther chassis.

An exchange engine programme has been initiated with Leyland for the larger capacity 0.680 engines to replace 0.600 engines as they require overhaul. Consumption of engine lubricating oil was 500 m.p.g. for the year. Intensive development work to improve the lubricating oil for gearboxes, angle drives and fluid flywheels resulted in the use of one lubricating oil to replace the three oils previously used and a considerable saving in cost.

Revenue was down on estimate by some £260,000 due to a further annual loss of 164m passengers. But the reduced mileage and other economies saved £139,000.

"There is no evidence that the passenger decline has been slowed in any way. In fact, over the last 10 years the accumulated effect of these losses means that the undertaking has lost a fifth of its passengers and while fares increases are regrettably unavoidable, they can only accelerate these losses."

Rural Shortage: Hexham {Northumberland) Urban Council has agreed to co-operate with local bus owners in an approach to the Ministry of Transport on the shortage of rural bus services.
