Which of the following most accurately describes the problem?

THE 50-VEHICLE Ellis (Transport) Ltd., Longbenton, Newcastle-on-Tyne, has diverted a quarter of its long-distance business to the Freightliner service from Follingsby, near Newcastle. Five railway container wagons have been booked on the daily six-hour service to London.

Mr. A. Ellis, the firm's managing director, said that the service by rail cost the same as by road. The firm's lorries now had only to collect and deliver at terminals, leaving them more time to do other jobs and so build up more business.

Ellis also intends using the proposed Freightliner service between the Tyne and 13irrningliam.

Disastrous Experiment: A double-white-line scheme to reduce accidents on the EdinburghGlasgow road is being scrapped after two years— because it is too dangerous. Accidents between Broxburn and Uphall by-pass increased by threefifths afterwards.
