Which of the following most accurately describes the problem?

A LBION MOTORS, LTD., have 1-1• applied to the Board of Trade for permission to develop a site next to their existing premises in Scotstoun, Glasgow. But they have decided, for the present, not to develop a much larger area which they have acquired near Dumbarton. development of which has been held up. If their application is granted, it will mean some increase in the present labour force of about 3,000 men, but this increase will not be nearly as large as it would have been had the firm developed at Dumbarton.

The Parliamentary Secretary to the Board of Trade, Mr. Niall McPherson, last week visited the factory and said later that he had been much impressed by the vigour and optimism he had seen there. " An application for development permission for a small site adjacent to the factory is under consideration by the Board of Trade advisory committee." he said.

Mr. McPherson said the company had decided to shelve development of the larger site at present because they did not consider the terms offered to them by the Board of Trade had been good enough. The company intend to keep the Dumbarton site for future expansion. But if any project comes along which is likely to be beneficial to the community, they may be prepared to give up part of this land.
