Which of the following most accurately describes the problem?

According to a Department of Overseas Trade Report just issued on the economic and commercial conditions in Turkey, no systematic programme of road construction was carried out in 1924, the Turkish Government having decided first to concentrate all available credits on the construction of railways, and accordingly no new trunk roads have been built. It is stated, however, that, once the railways in Anatolia have been completed, the need for metalled roads will at once be f eft, for these new lines cannot hope to tap the sources of the interior unless fed by an adequate road system.
