Which of the following most accurately describes the problem?

The highways committee of the Warwick County Council has considered an application from the occupier of a house just outside the Leamington borough boundary asking the council to apply to the Minister of Transport for an order limiting the speed of motors to 10 miles an hour opposite his house. If this were done, says the committee, it would appear to be a precedent for a speed limit on all main roads where houses abut on them, which would not seem to be in the public interest. For this reason the committee does not recommend that any action be taken in the matter.
