Which of the following most accurately describes the problem?

Commercial Motor has long given up defending the indefensible. So whenever programmes like Radio 5 Live or tabloid newspapers wade into the industry our reaction is not "How dare they!" but "What took you so long?". The latest investigation by the BBC national news radio "suggests" that 15% of lorry drivers on Britain's roads are spending too long behind the wheel. While the apologists within the industry might seek succour from that word the survey is based on data collated by five police forces. They might challenge the percentage, but the fact remains that even one tired driver behind the wheel of a 44-tonner is one too many.

However, even the apologists can't cry foul when the Senior Traffic Commissioner confirms that tougher sanctions against lawbreaking drivers are being considered as: "....there has been a horrendous number of cases so we need to formalise a national standard for consistency." If that means fewer out-of-hours drivers running on our roads then we should all welcome it. But there's no smoke without fire. If new practice directions are being developed for drivers then it's only right that their employers, the nation's 52,600 0-licence holders, understand their own role in ensuring that their drivers keep to hours regs. In case you've forgotten, the audit trail for cowboy drivers leads directly back to YOU. So when was the last time you checked your drivers' tacho charts?
