Operators are not the only transport professionals to be regulated by the TCs—drivers also have to satisfy the TCs that they are fit to hold their HD driving licences, and TCs are empowered to take action against HGV drivers' licences as well as 0-licences.

Guidelines on driving standards are due to be issued to the TCs: it is anticipated that drivers who persistently speed or use a vehicle with a defective speed limiter will have their driving licences suspended for months rather than weeks.

Drivers who break the hours regs can also expect a long period of suspension.

The TCs have made it clear that they feel a tired driver is as dangerous as a drunk driver, and a drunk driver is disqualified for a minimum of 12 months if he is found to be over the prescribed limit. In extreme cases these offenders could lose their HGV licences for good.
