Which of the following most accurately describes the problem?

• Lancashire police has applauded HC.N drivers for not following the "shocking behaviour" of car drivers who have been ignoring a new 50mph limit on the M6 near Preston.

The slower limit was imposed to protect personnel working on the motorway to the north of Broughton. It was enforced by a series of temporary speed cameras—and Chief Inspector Ian Bell says the cameras caught 4,000 car drivers breaking the limit in the first day, compared to "a handful" of HGV drivers.

"We caught a few FIGI/s at 60mph," he says, "but generally we did not have a problem with them. They are not the speeders."

All the drivers pictured over the limit can expect fixed penalty notices—and those caught doing more than 90mph through the 50mph limit will be summonsed to face more serious charges, says Bell.

He warns that a 50mph limit, also backed up with speed cameras, will be imposed when roadworks start on the M6 at Charnock Richard in the next few weeks.
