Which of the following most accurately describes the problem?

• Cheltenham magistrates let 23 drivers off with conditional discharges after they admitted tampering with their tachograph charts. The drivers, who deliver frozen food on the Continent for Cheltenham-based Ralph Davies International, were charged with forging their charts to cover up their excessive hours and for failing to take required days off.

Police had raided the company's offices and discovered the charts did not match up with fuel bills, toll charges and other paperwork.

The drivers were ordered to pay 2150 costs each. Company owner Ralph Davies and manager Stephen Bennet have been released on bail to appear in court next month charged with conspiring with drivers to break the hours limits.
