Which of the following most accurately describes the problem?

• Government plans to halt the effects of the huge August vehicle sales peak could backfire if the proposed bi-annual registration Plate change goes ahead.

A survey by accountant Grant Thornton shows that creating an additional change in the year does not go far enough in devaluing the new plate in consumer eyes.

He fears it will just heighten the possibility of creating "twin peaks" which will carry the associated costs and logistical difficulties of the annual plate change for manufacturers and car transporters.

The Government proposes to impose the system on 1 September 2001.

Vehicle manufacturers say they make around 25% of their annual sales on 1 August and if they had an additional date they could sell between 25 and 40% around the two dates. The Government says the changes are being made with the support of the industry.
