Which of the following most accurately describes the problem?

AN undertaking with a turnover of £1.6m. a year needed a cushion so that fare increases could be reviewed -over a longer period and not have to be treated as a matter of urgency, Mr. Ben England, general manager of Nottingham Transport Department, told the East Midland Licensing Authority, last week.

The Authority, who reserved decision, was hearing the corporation's application for permission to revise fares. The proposals would give a mile for 2d. and 44 miles or more for 6d. •

Mr. R. 0. F. 'Hickman. deputy town clerk, said . that the proposals were designed to increase revenue by £79.0.00, which was the minimum required .to, plate the ,undertaking On a sound basis.' They would also have the effect of reducing certain fares and simplifying the fares structure. If they were successful, similar revisions would be applied to trolleybus s'ervices.

The estimated deficit for the current

year, said Mr. Hickman, was £31,881. By 1956 the accumulated deficit would be £157,904. A deficit of £92,249 was expected on the motorbuses and a surplus of £64,368 from trolleybuses at the end of the year.

Recent rises in costs would add £65.000 a year to expenditure. The corporation were paying £220,000 a year more in wages than in 1950, with no material change in the number of employees. There were nb financial reserves, although they had £220,000 a few_ years, ago.

Mr. England told the Authority that under the proposals, fares would be reduced on 57 motorbus services and 12 trolleybus services, and that the conductor's task would be simplified.

Since 1950, economies in administration and services had saved £88.000 a year.

The application was opposed by five local bodies, including a branch of the Communist Party,
