Which of the following most accurately describes the problem?

VISIBILITY to the rear of commercial vehicles is frequently inadequate. This opinion was put forward at the annual meeting of the British Association which concluded at Oxford last week. Goods vehicles were highly prone to accidents when turning to the right, because of poor rear vision.

It was affirmed that many accidents to cyclists occurred when they drew level or slightly overtook goods vehicles, and the vehicles turned suddenly to the left because the drivers could not see the riders. The danger could be reduced if near-side mirrors were fitted.

Of a number of accidents involving children under 15 which happened when vehicles started from rest, goods vehicles figured in 152, passenger vehicles in one and cars in two. Of the goods vehicles, one in five was electrically propelled.
