Which of the following most accurately describes the problem?

It is now only sixteen days to the date of the holding of the second parade of commercial motors in London. This will probably take place on the Thames Embankment, as was the case in December last, and the occasion will certainly afford an opportunity for the essaying and fulfilment of a dual pro.. gramme. In the first place, every owner Will agree that any steps which tend in the direction of the encouragement of good and careful driving should be supported, either by subscription or personal co-operation; in the second place, the advertiSement and publicity which cannot fail to attach to the meeting in question are not to be treated lightly. The Executive Committee of the Commercial Motor Users' Association decided to repeat this part of its programme, on the occasion of its June meeting, but the imminence of the date—Saturday, the 3rd proximo—will very probably have escaped the notice of many of the Association's supporters. We, therefore, give the particulars, at some length, on page 34 of this issue, and we would urge owners of vans, lorries, wagons or tractors to make immediate arrangements for their machines to be present, and for their drivers to take part in both the preliminary and final examinations.

A sum of at least £20 is to be distributed in prizes, though this will be increased if the entries are very numerous, and it is certainly not open to question that the winner of any one of the awards will be thereby led to take a still greater pride in his motor, and to keep it in the best possible condition. Entries may be made until the morning of the 28th instant, but we hope the work of the secretary, Mr. W. Rees Jeffreys, will be lessened by the receipt of many early intimations.. The necessary forms may be obtained on written application to him, to t, Albemarle Street, W., and there is no entrance fee in respect of the competition. Last year, seventeen owners sent a total of 24 lorries and two tractors to take part in the competition, and these lists should be much increased now,
