Which of the following most accurately describes the problem?

Transport secretary Alistair Darling has announced the go-ahead for a £145m package aimed at improving junctions on UK roads.

Speaking at the Freight Transport Association's annual dinner he said he was reacting to concerns raised by the industry about pinch points in the network. Darling says the government will invest in a road network that will meet he needs of the haulage industry. He also promises to complete 10 major road schemes and a further 100 smaller improvements by next spring. The FTA says the announcement shows the Secretary, who was appointed in June, has taken on board the concerns of the freight industry. He recognises something has to be done as part of the long road to improving the infrastructure,' says an ETA spokesman. "There's a lot to do.

The next few months will be interesting to see how he will act on the problems he has identified."

ETA chief executive Richard Turner attacked the country's road network: "We are seeing a continual and remorseless increase in traffic congestion, which is a blight on all the UK. Congestion equals waste. Waste of time. Waste of fuel. And crucially, a massive waste of money."
