Which of the following most accurately describes the problem?

PLANNING has begun of every aspect of an international coach rally in Yugoslavia in 1982 which is expected to become one of the major events in this sector.

Particular attention is being paid to the points which arose from complaints at this year's Nice rally and which mainly concerned lack of display space during the coachwork judging, poor facilities for the technical — ie driving and braking — tests and the indifference of the organisers to the language problems encountered by some foreign competitors.

The Yugoslav rally will take place from April 17 to 22, 1982, at the Istrian seaside resort of Portoroz, which has easy access from the Italian border near Trieste, less then 30km away. And arrangements are being made to have an adequate number of interpreters available for participants.

One of the highlights promises to be a parade of coaches through Portoroz and the port of IsolaKoper.

At Nice traffic conditions interfered with the progress of the testing sessions; noise tests, for instance, were spoilt regularly by aircraft movements at the nearby airport.

By contrast at Portoroz a nearby airfield will be closed and the 850m runway will be used for acceleration and braking trials.
