Which of the following most accurately describes the problem?

Both LTE and London

Country Buses have been taking some stick from passengers in the suburbs and Home Counties recently, and far be it from me to dish out any more. But some things do need explaining—at least to the passengers. Take last week, for example, when a load of passengers had to be turned Out of a broken-down single-deck LCB bus in North West Kent. The driver phoned for assistance and a mechanic arrived within minutes with a double-decker—not, as you might suppose, to take the passengers on to their destinations but simply as transport for the mechanic!

The passengers were left with the option of waiting for the repair to be completed, or the next bus to come along, or setting off half walking, half running in the hope of getting their train connections. I wonder why the decker was not used—after all, it was a runner, there was a driver and there is no bridge problem or. this particular route.
