Which of the following most accurately describes the problem?

THE ROAD HAULAGE Association's Rescue and Recovery Group (RRG) has launched a directory to help operators to contact recovery specialists following accidents or breakdowns.

RRG group chairman Richard Goddard hopes the directory will bring the group a step closer to being off icially considered as the fourth emergency service. It includes the details of more than 240 operators across the UK that can be contacted in the event of an emergency. An online directory will be available soon.

Goddard, who is also chairman of Autornania Group, says the recovery sector has until recently "made a profession" out of keeping a low profile.
