Which of the following most accurately describes the problem?

has attracted the kind of driver vetting that Europe's privacy laws ...vould prevent. In the most dangerous areas, armed escorts accompany vehicles.

Drivers are investigated before each trip. Within 30 minutes a profile is obtained containing criminal, economical and social information. The vehicle is also investigated. Without tracking equipment it cannot be insured.

Once the driver receives authorisation he is issued with a photo ID that can be checked by police. Even then the consignor isn't home and dry 29% of thefts are carried out by owner-drivers.

Before setting out the driver must have advice on safe places to stop. support points and risky ccations. Statistics show that 42% of crimes occur in resting places. Transit time is carefully monitored. At the beginning of the trip the traffic off ice registers departure and drivers must call from agreed points. It takes two hours for thieves to 'disappear' a truck.

"Satellite systems are strong inhibitors in robberies," said Christian Bloom of Volvo which in common with Scania and W/ offers tracking systems as orginal equipment in the region. Atypical tracking system will include a driver panic button, trip tracking and vehicle immobilisation.

"We can stop the truck even if it's moving," said Bloom. "A message is sent to park the truck and the speed is gradually reduced."

He said that more than 90% of crimes target the cargo. "You find the truck two days later. Sometimes the thieves call the company and say please collect your truck."

But even the most sophisticated systems haven't halted the crime wave. "They smash the windows because they know the doors are linked to the system. The operator responds by putting in a grille next time they remove the whole windshield."
