Which of the following most accurately describes the problem?

DUDLEY-BASED haulier TDR Transport was counting the cost last week after it was broken into for the sixth time in 18 months.

Six of the company's trucks had their windows smashed and suffered other damage as raiders looked for anything they could carry away. Previous raids have concentrated on fuel.

The company has spent £30,000 on security measures but coowner Richard Rollinson says he has little hope of police catching the culprits.

"The police caught them once, because a security man opposite spotted them as they broke in." he reports, "but that was the only reason. For the most part the police can't do much because it's a manpower problem for them."

The company's yard in Peartree Lane has palisade fencing, razor wire and CCTV, but this seems to have done little to dissuade thieves and vandals. Rollinson concludes: "It's very difficult not to get irritated when the police keep fining our drivers for doing 48 mph in a 40 limit then don't have the resources to stop theft."
