Which of the following most accurately describes the problem?

Tolls on the Severn Bridge will continue to rise next year. Hauliers will be hit with a 10% increase, taking the fee from £10.10 to £11.10--despite lobbying by the road transport associations that tolls should be cut for regular users.

The latest increase has fuelled the associations' argument that the Government should intervene to protect the industry against these charges. "With some haulage companies spending in excess of £80,000 per year on Severn crossing tolls, this reinforces our determination to get a discount structure for the electronic tag system," says the Road Haulage Association.

The company says: "SRC amends the tolls at the start of each year in strict compliance with the Severn Bridges Act."
