Which of the following most accurately describes the problem?

Crossland's new aluminium tanker is now carrying heavy `black' fuel oils for the ITS Tanker Rentals fleet. lt is ADR-certified for fuel or oils loaded at up to 602C and can be loaded from above or at ground level. With its integral discharge pump, the 38,000-litre tanker weighs 5.6 tonnes when empty. At ust 3.5m high, stability is improved over its previous tanker. as is gantry access. Cross land's Bryn Ives says: Our earlier insulated stainless steel tankers were around 7.0 tonnes, but using aluminium gives a great weight advantage."
