Which of the following most accurately describes the problem?

SOME STAFF AT Vosa believe the problems with forward booking times have been brought about by a new programme which, they say, has made some aspects of their jobs less efficient.

The Test Transformation Business Process Re-engineering Programme is intended to streamline the test process so more vehicles go through without interruption. It does away with on-site rectification and queuing in the office for a certificate.

However, the new system is still paper-based. The day before a test, test-station staff write out test certificates; if a truck fails, the certificates are destroyed and their destruction is logged. This process is followed again for the retest.

Union official Kevin Warden describes this as an unnecessary duplication of effort.
