Which of the following most accurately describes the problem?

• Development grants up to £1,500 and substantial capital grants are now being offered by the Road Transport Industry Training Board to groups of employers prepared to establish training schemes. Details of how such grants can be claimed are given in a new booklet just published by the Board entitled "Group Training" and obtainable from the Regional Officers of the Board or from the Training Services Department, RTTTB, Capitol House, Empire Way, Wembley.

Introducing the booklet, Mr. Peter H axby, the Board's director of training, declared: "Ours is a very fragmented industry—we are fully aware that many small employers, individually, cannot afford to provide training facilities. We are establishing our first MOTEC (Multi-Occupational Training and Education Centre) later this year but it will obviously not be the answerto everyone's training problems—we are, therefore, very keen to promote group training and development schemes. Already, a number of schemes are close to being launched."

This 16-page booklet sets out the advantages of a group scheme, the various types and constitution, the manner of operation and administration and the financing of group training. As an example of the possible annual running cost of a simple scheme, the following estimate is given: Salary of the training officer £1,700; rent of office accommodation £500; part-time secretarial assistance £500; stationery, phone, postage, etc. £150; travelling and general expenses £250; total £3,100.

The Board emphasizes that, as the group training officer will play a major part in the successful running of a scheme, his appointment needs careful consideration and enumerates the several qualities needed and the duties he would have to perform.

The booklet also includes a recommended constitution of a group training association, the administrative development of a scheme and an example of grant application for developing a new group training scheme.
