Mr. Ronald Cox, the city's transport manager, told the Commissioners at a sitting in Edinburgh that there were three principal reasons for the changes. They were: To improve the financial position of the undertaking and minimize the extent of any future proposed increase in fares; to achieve more efficient operation of the authorized time tables, which were seriously affected by continuing staff shortages; and to tailor the services more closely to the passenger traffic experienced now, having special regard to the serious recession in that traffic.

Approving the application, Mr. A. B. Birnie, chairman of Commissioners, said: "It is a melancholy business to make such an application, and a melancholy business to receive it, but in the circumstances, and in view of the tremendous drop in the number of people using the buses, we feel that a reduction of the mileage run is pretty well essential."
