Which of the following most accurately describes the problem?

• Quite a large number of socially desirable but completely uneconomic bus services could only operate if there were fare increases, said Sir Robert Cary (Tory, Withington), in the Commons last week. And he warned that these increases might have to go beyond the 34per cent of the Government's prices and incomes policy.

Mr. Stephen Swingler replied that Sir Robert might be right, but he noted that the criteria laid down by the prices and incomes policy would have to be applied by Traffic Commissioners when considering proposed increases. Appeals to the Minister were possible, pointed out Mr. Swingler.
